Requesting the Joint Committee on Government and Finance to make a study of the feasibility of providing assistance to small businesses, of stimulating the economy and of encouraging the growth of wholesale businesses by providing relief from ad valorem tax on inventories.

Whereas, Ad valorem taxation of inventories is a significant burden on the state's small businesses and an impediment to the growth of both retail and wholesale distribution businesses in the state; and
Whereas,
Small businesses provide product variety, service and convenience desired by the citizens of West Virginia; and
Whereas, A method of granting tax relief to small businesses and wholesalers supplying those businesses would stimulate growth of small retail and wholesale businesses in the state and could potentially boost the economy of the state; and
Whereas, The Legislature needs accurate information on these subjects in order to make informed decisions regarding how to act in the best interests of the state; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study the feasibility of structuring relief from the burden of ad valorem tax on inventories for small businesses and the wholesalers serving the state's businesses;
and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2003, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
